Rafael Mitchell Merren, aka Rafa Merren or Mitchell Merren entered into a partnership with two others in 2019. Construction Contractors Resources was established specifically to provide sourcing of material, skilled labor and information to prime contractors to the U.S. Government.
After being in business with him for several months, it was apparent that he brought no talent to the organization. He overstated his education, experience and skill level and even told potential clients that he was an Engineer and a Pilot. Neither of which is true.
Construction Contractors Resources received a contract with the Gov. The partner located several sources for the requested items and commissions were paid into the Construction Contractors Resources, (CCR), account. Later, the same contact offered a bid opportunity to CCR to remove Polluted storm water from tanks. CCR won the contract and through the other partner, found the subcontractor to do the work. Again, CCR was paid and the money went into the company account, the partner was later handed another sole source project and within a few days had won that contract. The other partner as VP of sales had secured in bid $X and/or income in just one year of business. Mr. Merren, by contrast has talked to a friend and at the end made CCR a total of 11,000 dollars. Mr. Merren then took a personal road trip to California in a new truck.
He ran up approx. 13,000 dollars in unapproved expenses and submitted a partial list of those 2 months after the trip. He withdrew the money to reimburse himself without an agreement from the other partners to do so. When he was finally confronted in November about an additional unapproved withdrawal he made from the account, he went to the bank and withdrew the entire contents of the account and closed it. In Texas, this is known as Theft by Conversion. He changed his phone number and cancelled the partner’s email addresses to the company webmail.
Mr. Merren is also the owner of Limited Edition Surfaces, (LES). I would not do business with them either.
