I decided to file a complaint here and file a complaint at BBB.com, when I failed to receive 1 single reply by phone or by email from a real person during the last year.

Paypal the website who is charging fees to receive and send money, give them selves the right to act as a bank and a court in the same time.

Did You ever heard about any bank that freeze money without a court permission, PAYPAL are doing that every single minute.

Is this what they called " Fraud" "Scam" ...I don't know?

PAYPAL IS TAKING OTHERS MONEY AND KEEP IT FOR THEMSELVES.
PAYPAL IS PLAYING A BIG GAME UNDER THE NAME OF SECURITY PURPOSES

You are totally wrong - you are just a website and offering services and charge fees

this doesn't give you any right from any kind to limit  and investigate and make decission .

Someone has to save people from such companies and websites.

My next step is to go to the court

PayPal is blocking us from getting access to our funds too

Same situation here: we have over $5000 in our account and PayPal doesn’t let us make a withdrawal. This has been going on for years, previously they mailed out a check after we complained over the phone, now they are just bullshitting us and haven’t given us any explanation. Even the answer which they filed with small claims court doesn’t say why they are acting as if it is their money. "Defendant doesn’t owe anything to Plaintiff and denies all allegations” Excuse me ????? Account is showing a balance over $5000 and they don’t owe anything??? We are waiting for the outcome of the hearing at court now. Absolutely pathetic that we have to take them to court to get access to our money.
