Jotter was once a pay-to-surf company. They ran it for several months and had a minimum payment of $50. Suddenly, in late September they announced they were discontinuing pay-to-surf in three days and all members with balances under $50 would not be paid. Anybody who had been an active member for the full time Jotter was paying could not have earned enough to reach $50, unless they referred several other members who then used Jotter.

Jotter is proving to be a company of questionable ethics. They responded to member emails initially - only to tell them too bad, now they don't respond to anybody. Also, emails received from employees were quite unprofessional and rude. They still haven't paid members with balances $50+. They have also partnered with SafLink and appearently transfered member data that was supposed to be confidential. Jotter continues on, having just released a Jotter/SafLink ad bar. Finally, it appears Jotter may have some connection with ZDNet - many outraged former members voiced their displeasure on ZDNet's Jotter comments board, and later only the negative comments were deleted.
