I have three open collection files attempting collection of debts utilizing "discounted" balances as an inducement to enter into a settlement agreement.  The first is through the collection agency known as Convergent Outsourcing, Inc., in Renton, Washington.  They claim their Original Creditor to be the Comenity Capital Bank and that it was regarding a PayPal account which I do not recognize.  In good faith, I have attempted to repay old debts on my credit report just for the sake of bettering my FICO Score.  Therefore, I have not taken the necessary steps to determine if this was accurate before I set up a repayment schedule.  I confess this to my detriment and note this Company is currently debiting my bank account.  I was not suspicious until today, 30 Nov 2017, when I happened upon your Reports.  I have contacted them and advised I will be contesting the debits drawn on my account and that I will instruct my Bank to not honour further debits.  I aditionally advised that without a determination that the debt was truely mine I will not pay further.  The woman on the phone was quick to assure me they were a legitimate company and advised I would need to speak with an Account Representative.  I was left on hold for quite some time so I terminated the call.

The second and third files are also collection accounts, which as stated earlier are inducing repayment by suggesting a "reduced" balance could be available for which they would report my efforts to the Major Credit Reporting Agencies and this would consequently help improve my FICO Score.  These files are being collected by Midland Credit Management, Inc., located in San Diego, California, through a Mr. Tim Bolin, Division Manager.  They claim representation for Original Creditor Capital One Bank (USA), NA and also for Original Creditor Credit One Bank.

At this point, frankly, I'm confused.  Previously I spent an entire evening on the phone with Capital One to determine who currently owned my defaulted accounts because my financial circumstances had changed and I wanted to satisfy my obligations.  After many hours a representative from Capital One returned my phone call and advised he had located my account and that to his knowledge and belief the current owner was indeed Midland Funding.

Can anyone advise regarding the veracity of these agencies?  Also, if you can determine the debt in which they are collecting belongs to you, are their "reduced balance" tatics legitimate?
