I am a 77 year old, married, retired and disabled, white man who has been discriminated against by the City of Houston’s Homeowner Assistance Program (HoAP) and its cohort the Texas General Land Office (GLO). In briefly summarizing my situation, our house, vehicles, and personal possessions were all flooded during Hurricane Harvey.

After moving back into our rebuilt house, I learned about the City of Houston’s HoAP that was being funded by the federal government to reimburse flood victims for the “out-of-pocket expenses” they paid to rebuild their houses.  In February 2019 we applied through the City’s HoAP for reimbursement of such expenses.  But over 2 years and 3 appeals later we were denied reimbursement.  We received absolutely nothing!

Sadly, the problems of discrimination and racism can now be found in the governmental/civic organizations and programs that were created to provide relief to victims of national disasters.  Such was the case in my situation with the HoAP and (later) Texas GLO.  Furthermore, my situation also proved the government was not here to help everyone

It should be pointed out that before submitting this complaint to Ripoff Report, I had contacted several other sources in a variety of ways to request help in resolving the problems associated with my situation.  But, to date, the problem of discrimination against me has not been resolved and none of my out-of-pocket expenses have ever been recovered.  Therefore, I started a fundraising campaign to help myself.  The campaign is titled “Please help” and is shown on the following link: https://gogetfunding.com/please-help-81/





Everything that is stated in the above link is true and verified in the documents that are being made available to you on the websites mentioned therein.  If you really want to protect yourself and your loved ones from being discriminated against, then you will have to stand up and let your voice be heard.  Be honest and forthright because nobody will look after your personal interests and welfare better than you.  This is especially the case now that the government will most probably not be there to help you!

After reading about what has happened to me, you should be able to understand my disappointment and frustration.  I am very bitter and hurt by what that has happened to me and my wife over the last 4-1/2 years.  If I feel the way I do, then you can bet there are other flood victims who feel the same way - even if they are too embarrassed or afraid to admit it.  And, I want the world to know this!  That is why I have gone online with my situation.  Please open and read the above link.
